International Organization Based on the Assumption of Liberalism and Realism

Different theories explain why international organizations are createdWhich are basically a response to problems of incomplete information, transaction costs, and other barriers to efficiency and welfare improvement for their members. But different questions like; do international organizations really do what their creators intend them to do?Do they really support member states in achieving their basic interests mutually? These critical questions and others of their likes can be analyzed to some extent by several theories proposed by different scholars in the field of international relations.Such theories are liberal, realism and constructivism but the concern of this work is on realism and liberal theory. International organization is a union or association of States, or of enterprises or of other national entities set up across national boundaries.Examples are Of States, are the United Nations (UN) and the European Union (EU) of enterprises: Transnational Corporations (TNCs); inclu de The Coca-Cola Company, Sony, McDonalds, Toyota, etc. Of other national entities; are like Amnesty International; International Olympic Committee, World Organization of the Scout Movement, and the International Committee of the Red Cross.Around 30000 such organizations are active in about 300 countries and territory over the world. International organizations progressed after the Second World War, the gulf between the international politics and formal organizational arrangement which began to open in ways that were not easy to reconcile. This organization seemed to strengthen in dealing with rising problems such as the extension of property right, environment protection and formal supernatural authority. The international organization was the answer on solving collective problems.Public interestRefers to the net benefits derived for, and procedural rigor employed on behalf of, all society in relation to any action, decision or policy. Public may include the widest possible scope o f society, example of individuals and groups sharing a market place for goods and services (included those provided by government), as those seeking sustainable living standard and environment quality for themselves and future generations. Interests are all things valued by individual and society such as economic freedom, political power access to government property right.Those things we seek to acquire and control are interest like ideas we aspire to and protections that are harmful. Realism theory views that world politics is driven by competitive self-interest; they believe that decisive dynamic among countries is a struggle for power in an effort by each to preserve or, preferably, improve its military security and economic welfare in competition with other countries.As an approach to international politics, realism can be traced to such ancient practitioners and thinkers as Sun Tzu (544-496 B. C) the Chinese general and the author of The Art of War; Thucydides (460-399 B.C), a Greek historian and author of The History of the Peloponnesian War, and more recently statesmen such as Otto von Bismarck (1815-1898) the Iron Chancellor who engineered the unification of Germany under Prussian control. (Rourke 2012b; p20)Liberal theoryStates are not simply ‘black boxes’ seeking to survive and prosper in an anarchic system. They are configurations of individual and group interests who then project interests into the international system through a particular kind of government. Survival may very well remain a key goal. But commercial interests or ideological beliefs may also be important.The conventional wisdom is that states create and delegate to IOs because they provide essential functions. They provide public goods, collect information, establish credible commitments, monitor agreements, and generally help states overcome problems associated with collective action and enhance individual and collective welfare.Notable philosopher advocating liberalis m including Thomas Hill Green, John Rawls, John Lock, Adam Smith, John Stuart Mill. Emanuel Kant, Jean Jacque Rousseau and the former USA presidents Woodrow Wilson and Franklin Roosevelt.It is true saying that international organizations based on the assumption that ‘’government aims at public interest’’, this is because international organizations sees that the government at a large extent is the best solution for solving public problems and a representation of public interest at the same time. This connotation can be analyzed through the use of liberal and realism theories as follows. Realism theory as the first theory of international organization is used to prove right the above quotation as they assume that, survival is the principal goal of every State. Realists hold states to be the main actors.It means that state control each and everything. Even if domestic interests, strategic culture, or commitment to a set of national ideals would dictate more benevolent or co-operative international goals, the anarchy of the international system requires that States constantly ensure that all states posses some military capacity, and they have sufficient power to defend themselves and advance their material interests necessary for survival. Survival of the state is important for every individual for example United States normally employs military power for the survival and to defend her national interests (Gulf war and Iraq war).  (Wolfrum,2011)Realists believe in the anarchic structure of the international system as the most important determinant of state behavior. Realists believe that the international system exists in a state of anarchy a term that implies not chaos or absence of structure and rules, but rather the lack of a central government that can enforce rules. Therefore order for the state to maintain public interest, a state makes use of the economic prosperity and military might to make decisions that are of much importanc e to the public.States will also act as best as they can in order to maximize their likelihood of the public and continuing to exist. (Ibid) Realists hold states to be rational actors. This means that given the goal of survival, States will act as best they can in order to maximize their likelihood of continuing to exist. Thus States may create international law and international institutions, and may enforce the rules they codify. However, it is not the rules themselves that determine why a State acts a particular way, but instead the underlying material interests and power relations.A country’s foreign policy may reflect broad national objectives and the strategies governments use to guide their actions in the international arena. Also a government extends the domestic interests to the international environment through the use of foreign policy that will guide the interaction of the state with other international actors like the international organizations. For example the foreign policy of Tanzania is aimed at developing the country through economic diplomacy, regional cooperation and multilateral relations.(ibid)Realism assume that all state posses military capacity and no any other state knows about neighbor intend precisely, thus the world is uncertain and dangerous, the only purpose of state is to defend the interest of the state, enable state to survive while promoting public interest against foreign invasion and occupation. Through government organs like judiciary, legislature and executive enforce laws to ensure achievement of public interest, where people have surrender their authority to the government to protect their liberty, life and property.People may ensure their safety through government from internal and external invasion or threats. (ibid) Liberal theory on the other hand is another theory of international relation which tries to explain the truth of international organization on the assumption that government aims at public interes t. This theory analyzes how government aims at providing public interest in several ways using its key assumptions as follows. Liberalism believes on democratic stability theory which rests on the observation that no two democratic states have ever gone to war with one another, and that democratic states rarely strike first.Liberals argue that democracies identify with one another because of their shared norms and values like the United States doesn’t want to take Canada partly because each country believes that citizens have the right to choose their own government and consequently believe that conquering another country and enslaving its citizen is wrong. Moreover democracies are not dominated by the military and lie in the hands of an individual or a small group; leaders are accountable to their people, who are often reluctant to see their children go to war.A variety of issues can dominate the international agenda. Unlike realist, liberals believe that national security d oes not always have to be of paramount importance economic, environmental issues, and human rights can all become the most important goal of a nation. Consistent with the view that society, understood as an aggregate of autonomous individual and voluntary groups, is prior to the state. Liberal theories of politics accord a central place to the domestic institution that link state and society. Liberals analyze such institutions primarily as mechanisms for the representation of s ocial interests.The state is assumed to be representative to some set of social groups, although not all governments represents the entire population. For liberals, the principal agent relationship between the population and the state is thus a central issue. Indeed, language has been one of the most fundamental elements of culture. As such, culture and history brings about a language. However, in today’s society, English is slowly becoming a global language. This is to say, many people are learning English as their second language and because of this, dialects are starting to form out of English. These smaller versions of English bring to it the culture of those trying to learn it – whether they are African-Americans, Hispanics or Asians. Because each is unique and is a reflection of different cultures, the label of Standard English used by Americans is a bit inappropriate. To say that there is one standard means that the others are less formal or different from the norm. In fact, it is not the deviation from the standard that sets these apart but culture and history, which is brought about by these dialects. For me, Hispanics speaking English brings into the language the passion and intensity of the Spanish language. It should not be looked down upon as is the case of Ebonics or Black English. Some words that are not normally used by pure white Americans may be included in such dialects but it is not because it is slang or informal, but because it is a reflection of the heritage that speaks them – whether it be African Americans or Hispanics. People should be proud of how they speak even though it may not be classified as â€Å"standard† because the way they speak shows who they are. In learning English, it is not good to simply copy how the majority speaks English but to learn the language but still let our native culture and heritage to shine through. This is why I feel that it is very appalling when people think a dialect is uncultured or uneducated when in fact it is simple a different kind of culture and education that is being shown by the dialect. In fact, the assumption of a â€Å"standard† only means that the people who define which are the norms are the ones in power. They use â€Å"standard† English and therefore, they want their type of language to be the best. They themselves are proud of their way of speaking and want everybody to understand the beauty of their type of English. However, this is also the case for everyone. Now, if only minorities would see their dialects in the same way then they too can consider their dialect as, not only valid, but also equally respectable and normal. Growing up and learning English as my second language has helped me gain a respect for my Hispanic-Anglish language. It shows that even if I speak a different language than my native tongue, I am still able to hold on to who I am and still my culture and history is brought out whenever I speak. This certain kind of pride helps me to feel respected and part of the norm. However, I know that society is a tough crowd. Even though I may feel my brand of English is beautiful and at equal footing with the â€Å"standard†, officially, I know that there is a certain type of success associated with some variations of English. The language as spoken by Americans or English will still be considered as better and more educated by most people. That is why I am hoping my daughter will be given the same benefits as local Americans or naturally English speaking people because her first language and my husband’s first language is English. I do not feel there is something else I can do to change this fact, since I know it is integrated already into the mindset and system of society. It is institutionally and culturally accepted. Language should be used to connect people and to integrate different experiences and culture. The fact that people like me are studying English bringing in our experiences and culture to it means we are breathing in new life to English and enriching it. Even people who are not in America who are adopting English to their own language commands such respect. Indian or Singaporean English have become an entity of their own. They bring in new words and means of expressions while retaining English as the backbone of the new language being developed. This is a means of enriching English instead of breaking it down and destroying it. I. Introduction Euroland Foods Company was a publicly traded company since 1979. Theo Verdin founded the company in 1924 as a result in developing his dairy business. Euroland Foods Company saw itself as a multinational producer. The four products were high-quality ice cream, yogurt, bottled water, and fruit juices. Each product accounted for 60%, 20%, 10%, and 10% of the company’s revenue respectively. The company’s headquarters was in Brussels, Belgium. Since the day the company was founded, it has experienced steadily development. II. Background of Firm The board of directors of Euroland Foods Company had 12members. Three of them were the Verdin family, four of them were from the management, and the left five members came from outside. The combined Verdin family, the combined company executive, Venus Asset Management, and Banque du Bruges et des Pays Bas were the four biggest stockholders. Each had 20%, 10%, 12%, and 9% of the company’s shares outstanding respectively. When I close my eyes, I can see an afterimage of the cow, but it is changing colors and the shape is shifting somewhat. After a while, the image disappears entirely.To answer this question, there seems to be three logical positions for explaining what I see. First, there is the assertion that the afterimage doesn't exist at all. This position makes a certain amount of sense to me, because I understand that seeing requires the use of my eyes and that my eyes respond to light. If my eyes are closed, there is no light hitting them and I shouldn't be able see anything. This view is problematic for me, however, because I can still see the image before me. It may be changing colors and the shape may be shifting, but I can perceive it very clearly. If the image did not exist at all, then I wouldn't be able to see it. Therefore, since I can see it, it has to exist somewhere. The second position is that t he afterimage exists, but it isn't physical. I can accept this idea more easily than the first because it allows me to believe in the reality of what I see without having to prove that it exists in a physical sense. This view is also problematic, however, because it challenges my rationality; I am seeing the image when I shouldn't be able to. I can describe the changes in color and shape. Even though the image eventually goes away, I know that I continued to see it after I closed my eyes. I don't have a good explanation for why I can see it, however, because I know that it isn't physically possible for me to see it. To adopt this position, I have to explain why I can see something that is no longer there; and that isn't very logical. The third and final explanation for the afterimage is that it exists and that it is physical. On its face, this position gives me the most options for believing in the image that I see because I can attribute its reality to a physical process. Even thou gh I may not be able to explain exactly what is happening, this position allows me to assert that the image is real and that there is a rational physical or biological reason for it. Unfortunately, this position has its own difficulty with my understanding of vision. Even though I can describe the afterimage in terms of its shapes and colors, to assert that there is a physical reason violates what I know about the biological process of vision. I see with my eyes because light stimulates the nerves and those nerves transmit the image to my brain. If my eyes are closed, then I shouldn't be able to see anything because there is no light coming into my brain. Once I close my eyes, the neon cow cannot be truly seen because there is no more light being processed by my visual nerves. Determining the answer to this question is difficult because I have to balance what my eyes are seeing with what I know about vision. As Seager states in his discussion of token identity theory, "[t]he essential idea is that mental states are ascribed through the interpretation of behavior under the constraint of rationality" (54). My mental state of seeing the colored cow and interpreting its behavior is constrained by my own rational mind. My position. Heart failure can result from either systolic or diastolic dysfunction (Monahan, F, Sands, J, Neighbours, M, Marek, J.F, 2007). Assessment tools that will be used in the assessment of Mr. Toscana include, head to toe, physical, and systems assessments. A risk assessment will also be done on Mr. Toscana to insure that he is safe in hospital (Berman, A, Kozier, B, Erb, G.L, 2008,). As Mr. Toscana suffers from congestive heart failure a wide range of education and psychosocial support is available to help with his condition (Heart Foundation, 2010). A nursing care plan has been made to show four nursing diagnoses and interventions to reduce the impact of the diagnosis. These nursing diagnosess can be solved through a variety of diagnostic tests to make sure that ev ery possible outcome is looked at (Berman, A, Kozier, B, Erb, G.L, 2008). Mr. Toscana is taking a few medications at the present time to manage his cardiac issues along with other medical conditions he suffers from, these medications are, Lasix, digoxin, aspirin, warfarin and perindopril. The changes in ventricle shape and dimension will cause a decrease in its effectiveness as a pump. An increase on diastolic pressure possibly will further change the shape of the left ventricle, thus resulting in papillary muscle rearrangement and mitral insufficiency. It is more common for congestive heart failure to begin in the left ventricular systolic dysfunction. Some of the common causes for decreased left ventricular stenosis include that of, CAD, systemic hypertension, and aortic stenosis. CAD by diminishing the oxygen supply to the myofibrils decreases contractility. Hypertension causes the left ventricle to contract more with more force to eject blood into the aorta. Clinical manifestations in respiratory are, dyspnoea, orthopnea, a persistent cough, crackles in the lungs. The cardiovascular system is affected by, the onset of angina, tachycardia, increase of systolic blood pressure and an increase in systolic blood pressure. Gastrointestinal clinical manifestations include that of, enlargement of the right upper quadrant of the abdomen, nausea and vomiting, pain in the epigastric region, anorexia and bloating. Confusion and restlessness can be seen as manifestations of cerebral, and anxiety is associated with manifestations to psychosocial. Generalised manifestations include oedema; either pitting or peripheral, weight gain and fatigue. A head to toe assessment will be performed to give a detail initial assessment studying the whole body to see if there is any other factors that may cause harm or pain, in a head to toe assessment circulatory problems, pressure areas, existing wounds, can all be seen as well as gaining an in depth assessment of the skin. A physical assessment will be done on Mr. Toscana will also be performed, a physical assessment includes, inspection; which is the visual inspection of a person, palpation; the examination done by touch, auscultation; a form of examination by listening to the sounds made by the body (heart, lung and bowel), percussion; the examination done by tapping, percussion is done to listen for abnormal sounds and detect issue (Berm an, A, Kozier, B, Erb, G.L, 2008,). A systems assessment of Mr. Toscana will be beneficial because, along with the other forms of assessment a systems will be able to give a base mark of where he is, a systems assessment covers, central nervous (CNS), cardiovascular (CVS) assesses, respiratory (RESP), gastrointestinal (GIT), renal (RENAL), skin integrity (SKIN), and psychosocial (PSYCH). Together these forms assessment will provide a detailed amount of information to create a nursing care plan for Mr. Toscana, including interventions that need to be made, and things to implement to further his recovery and aid in his discharge. Tests that can be performed on Mr. Toscana are as follows, a chest X-ray to see if there are any problems with his lungs, or vascular congestion, or congestion of the liver (this can suggest right sided failure) (Monahan, F, Sands, J, Neighbours, M, Marek, J.F, 2007), a full blood test including electrolytes, an ECG to check the rhythm of the heart, and determine the causes for Mr. Toscanas symptoms. The use of urine analysis to see if infection is present, function of kidneys, traces of blood in relation to fluid build up. The combination of these tests will provide a baseline for assessment, guide the nursing care, and rule out all other possible causes of the symptoms that Mr. Toscana has presented with. A falls risk assessment will be done on Mr. Toscana to determine the risk he is of falling, and if further measures need to be implemented to insure that he is safe while in hospital, a suitable framework for a falls risk is the FRAT tool, (Falls Risk Assessment Tool), (Department Of Human Services Victoria, 2005) a FRAT tool will show the level of risk that Mr. Toscana is, and risk factors. A pressure area risk check can be done by using the Braden risk assessment tool (Berman, A, Kozier, B, Erb, G.L, 2008,), (South Australia Health, Date Unknown). this will help minimise the risk of Mr. Toscana developing pressure areas where possible. Things at home can also be deemed a risk, things such as; not being compliant with his medications can lead to poor health, and stress can all affect his general wellbeing and lead to further the progression of medical condition s. EDUCATION AND PSYCHOSOCIAL SUPPORT For Mr. Toscana education is a must, education about the maintenance of his congestive heart failure, about the importance of taking medication on a regular basis. How to manage the affects of his congestive cardiac failure, and avoid the effects, support for Mr. Toscana is also imperative to aid in his recovery things such as providing strategies to minimise the health problems, referral to a social worker to help with issues that are affecting him at home. Support groups set up by the heart foundation of Victoria will help with the emotional issues related to having this condition. (Heart Foundation, 2010) The importance of education and psychosocial support will be seen through less medical admissions or problems, increased quality of life and will give Mr. Toscana the ability to be able to deal with small problems before they grow into something much bigger. (Monahan, F, Sands, J, Neighbours, M, Marek, J.F, 2007) , (Berman, A, Kozier, B, Erb, G. L, 2008,) (Better Health Channel, 2010) MEDICATIONS Mr. Toscana is taking a number of medications including, warfarin and digoxin. The action of Digoxin is, it increase the myocardial contraction force in the failing heart, decreases conductivity of the heart in particular the A-V node, increase on vagal activity this results in the slowing of the sinoatrial nodal rate, increases myocardial excitability this can result in ectopic beats this happens mostly through high doses of digoxin, oral digoxin effective in an approximate time frame of 1 hour, maximal effect is reached between four and six hours. The use of digoxin for Mr. Toscana is, to treat his congestive heart failure. Digoxin may produce a false ST-T wave change on an ECG if tested during exercise. Digoxin can cause the following adverse effects, gastrointestinal issues including, anorexia, nausea, vomiting, diarrhoea, and pain in the abdomen. Cardiovascular effects, ectopic beats, bradycardia, heart block. Tachycardia (ventricular). The adverse effect of toxicity is a decrease on appetite, nausea, vomiting, diarrhoea, severe stomach pains, weakness and tiredness, a slow and irregular heartbeat, blurred vision, drowsiness, mental depression or confusion, fainting and headaches. Nursing points/precautions which should be followed are that the tablet should never be halved; neither IM nor SC routes are recommended due to unpredictable absorption, because prolonged or intense pain and necrosis of the muscle to the client (Intramuscular), severe irritation may occur when given via a subcutaneous injection. A rapid IV administration should be avoided as it may cause hypertension and vasoconstriction. The action of warfarin is a suppressant of vitamin-K dependant synthesis of prothrombin in the liver, this prevents the extension of a clot that is already established of the formation of a new one, warfarin has an anticoagulant effect that is produced after 36-72 hours and can persist for between 4 and 5 days after the discontinuation of therapy. Th e use of warfarin is, as a prevention and management of the following, deep vein thrombosis (DVT) or pulmonary embolism, thromboembolism in atrial fibrillation, and can be used as an adjunct to therapy for coronary occlusion. For Mr. Toscana there is no relevant interaction with this drug. The adverse effects of warfarin are fatal or non fatal bleeding, nausea, vomiting, diarrhoea, alopecia, fever, hypersensitivity reaction, an overdose is seen by bleeding from the gums and haematuria, in rare cases skin necrosis is also seen. Some of the nursing points and precautions with warfarin are, that all intramuscular injections be avoided, and subcutaneous injection sites should be closely monitored for haematoma, make sure that the does is given the same time daily to Mr. Toscana, observation for the early signs of overdose things such bleeding especially important from the gums.( Tiziani, A, 2010) CONCLUSION Through a range of assessments, diagnostic testing, education and the development of a nursing care plan Mr. Toscanas condition should improve as well as his general wellbeing. Goals set out in the care plan will be achieved by interventions put in place insuring a quicker recovery for Mr. Toscana. Education is particularly important for Mr. Toscanas medication regime, support strategies will help with the improvement of overall health and wellbeing.
